What accuracy class is used for 33kV revenue metering?

Revenue metering commonly uses 0.2S or 0.5S class CTs with 0.2 or 0.5 class PTs. The exact class is usually set by the utility or tender specification.

What is the difference between 0.5 and 0.5S class CTs?

Both have the same accuracy at rated current, but an “S” class CT stays accurate down to a much lower current. This makes it better for feeders where load varies widely.

Can a metering CT also be used for protection?

Not the same core. A metering core is designed to saturate during faults, while a protection core must stay accurate at high fault currents. A multi-core CT covers both needs.
